Make Payment To: The R.M. of Rockwood either by mail to Box 902, Stonewall MB, R0C 2Z0, or at the Municipal Office, 285 Main Street, Stonewall MB. Please mail or present Tax Statement when making payment. PAYMENTS MADE AT THE MUNICIPAL OFFICE MAY BE MADE WITH CASH, CHEQUE OR DEBIT CARD.
 
** Residents in Teulon area may make payment at the TD Canada Trust or Sunova Credit Union at Teulon MB.  
** Residents may pay through Telebanking or On-line. Please contact your Banking Institution to register your account.
 
DISCOUNTS ON PRE-PAYMENTS: : (Current Only) Jan. 1 to July 31, 2010 – 2.0% on Net Current Taxes. Payable at par Aug. 1 to Oct. 31, 2010. (Note: The Manitoba Homeowner’s Credit is not eligible for any discount).
 
PENALTY on current arrears calculated at 1.25% per month commencing Nov. 1, 2010. Previous years’ arrears calculated at 1.25% per month commencing Jan. 1, 2010. Penalties are calculated and added on the first day of each month that the taxes remain unpaid. 

PAYMENT MUST BE RECEIVED IN THE MUNICIPAL OFFICE ON OR BEFORE THE LAST BUSINESS DAY OF THE MONTH TO ENSURE THE CURRENT MONTH’S DISCOUNT AND/OR PENALTY RATE IS APPLIED. When paying by mail, telebanking or online through your bank, it is your responsibility to ensure your payment reaches the Municipal Office on or before the due date. If for some reason you do not receive your Statement, please contact the Municipal Office as you must still make your payment(s) on or before the due date to avoid penalty.
 
RECEIPTS FOR PAYMENTS WILL BE MAILED.
THERE WILL BE A $5.00 CHARGE FOR ANY PHOTOCOPY OF A RECEIPT OR A TAX STATEMENT.

 
 
 
 
 
2010 GENERAL MUNICIPAL ELECTION - WEDNESDAY, OCTOBER 27, 2010
  • The Rural Municipality is in the process of updating its Voters’ List in preparation for the upcoming General Municipal Election. The Municipal Enumerator will be contacting all qualified Voters either by telephone or regular mail in the next few months. Qualified voters are encouraged to ensure that they are on the Voters’ List prior to September 21, 2010.

TAX SALES:
  • ALL TAX SALES ARE FINAL AT THE TIME OF THE PUBLIC AUCTION! There will not be a time period to redeem the property from Tax Sale.
  • All properties with 2008 arrears, of any amount, will be sold at the 2010 Tax Sale, to be held by Public Auction later in the year.
  • Please contact the Municipal Office for further information.
FLOOD-PROOFING OF RESIDENTIAL PROPERTIES – POLICY #OPERATIONS 2004-02:
  • Financial assistance (grant) is available to eligible residents of the Rural Municipality of Rockwood to flood-proof their property through the use of a dyke system. Please contact the Administration Office for further information @ 467-2272.
UNSIGHTLY PROPERTIES & DERELICT VEHICLES WITHIN THE TOWNSITES – BY-LAW #16/03:
  • No person shall park, store or keep a derelict vehicle on private property, with or without the consent of the property owner for a period in excess of 30 days.
  • No person shall allow or cause a property to become unsightly, collect rubbish, or to remain in such an unkempt manner as to be detrimental or a nuisance to neighbouring areas.
BY-LAW ENFORCEMENT & ANIMAL CONTROL:
  • Every dog owner in the Townsites within the Municipality, including Stonewall Trailer Court and Lakeside & Country Living Trailer Court (formerly known as Hillcrest Trailer Court), is required to license each dog over the age of four (4) months owned or harbored by them.
  • NO MORE THAN TWO (2) DOGS and/or CATS PER HOUSEHOLD IS ALLOWED WITHIN THE TOWNSITES.
  • There shall not be located upon any premises anywhere in the Municipality which are outside the Townsites more than THREE (3) ADULT DOGS unless the owner or tenant of such premises possesses a kennel license.
  • Dogs/cats are prohibited from running at large anywhere within the Municipality.

PRIVATE APPROACHES & CULVERTS – BY-LAW #29/08:
  • ALL PRIVATE APPROACHES & CULVERTS TO BE APPROVED & CONSTRUCTED/INSTALLED BY THE MUNICIPALITY. Please contact the Municipal Office for further information.
COUNCIL MEETINGS:
  • Regular meetings of Council are held on the second Wednesday of each month commencing at 9:00 a.m. in the Council Chambers of the Rockwood Administration Office, 285 Main Street, Stonewall MB.
  • DELEGATIONS: Anyone wishing a delegation to Council is to notify the office, in writing, prior to 4:30 p.m. on the first Wednesday of each month. The letter is to state the subject to be discussed during the delegation
  • Committee of the Whole meetings are held on the fourth Wednesday of each month commencing at 6:00 p.m. in the Board Room of the Rockwood Administration Office, 285 Main Street, Stonewall MB.
ENVIRONMENTAL HEALTH SERVICES:
  • Private sewage disposal systems are regulated by the Environment Act regulations.
  • The Health Inspector at Selkirk MB, (204) 785-5021, is the authority for information and permits are required regarding installation and operation of private sewage disposal systems.
  • Permits are required for all septic holding tanks or fields (subject to a fine) before any installations are made.
BURNING: By-Law #33/00 – Prevention of Fires in the Rural Municipality of Rockwood.
  • Allowable, open fires will not be permitted in the Rural Municipality of Rockwood without proper fireguards and must not be left unattended.
  • NO BURNING WHATSOEVER DURING HOT, DRY SEASONS.
GARBAGE DISPOSAL:
  • Dumping of garbage is prohibited on roads, drains, other public property, and/or other private property.
ROAD ALLOWANCES:
  • The following acts are prohibited:
    • Placing of snow on road allowances/ditches; Placing of refuse/garbage on road allowances;
    • Erecting fences, mailboxes, or any other obstructions on road allowances; and
    • Clearing brush or trees or breaking land on a road allowance without written consent of the Council of the Rural Municipality of Rockwood.
SCHOOL TAXES:
  • Please note the Rural Municipality of Rockwood has no control over the school tax portion of your property tax statement.
  • It is important that ratepayers are aware that school taxes are entirely the responsibility of the Province of Manitoba and the School Boards.
  • The Municipality is required, by Provincial Statute, to collect the school taxes on behalf of the School Boards.
  • School tax levies represent a substantial portion of tax statements.
  • More information may be obtained by contacting your School Division Office or School Trustees.

WEED CONTROL: ROCKWOOD-ROSSER WEED CONTROL DISTRICT
  • By the authority of the Noxious Weeds Act, Rockwood has the responsibility to control weeds on all properties in the Municipality.
  • If weeds are not kept in check, the Weed Inspector, George Willis, may enter private property, control weeds, with the property owner being responsible for all costs. George Willis may be contacted at 467-4704.

STATEMENT & DEMAND FOR TAXES:
  • The property owner’s name and address, which appears on the enclosed Statement, is in accordance with the latest information and advice provided to the Municipality.
  • If, however, an ownership change has since occurred, please forward the enclosed Statement to the current owner or return it immediately to the Municipality.
  • It is most important that the Municipality be advised promptly of any change of ownership or mailing address in order to ensure that the Tax Statement is promptly forwarded.
  • New property owners are reminded that they are responsible for payment of the 2010 taxes whether or not they received a Tax Notice in their name.
